Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, the son of President Yoweri Museveni, has posted on X demanding one billion dollars from Turkey plus “the most beautiful woman in that country for a wife,” framing the demand as compensation tied to Uganda’s past anti-Al Shabaab operations.
The statement, which reads like satire but appears to have been posted in earnest, is part of a broader series of provocative and increasingly erratic social media posts by Muhoozi in which he has threatened to cut diplomatic ties with Turkey and close the country’s embassy in Uganda within thirty days if his demands are not met.
Muhoozi Kainerugaba is not a fringe figure. He is the Chief of Defence Forces of Uganda, the highest-ranking military officer in the country, and widely viewed as his father’s chosen successor.
His social media presence has been a source of controversy for years, with posts that have included threats to invade neighbouring Kenya, declarations of support for controversial international figures, and statements that would be considered diplomatically reckless if made by anyone, let alone someone in his position. The Turkey demand is the latest in a pattern that blurs the line between personal opinion and state policy, and it raises questions about how much of what Muhoozi says reflects his own views and how much reflects the intentions or tolerance of the Ugandan government.
The demand for one billion dollars is framed as compensation related to Uganda’s military involvement in anti-Al Shabaab operations, presumably referring to the country’s deployment of troops to Somalia as part of the African Union Mission in Somalia, AMISOM, which later became the African Union Transition Mission in Somalia, ATMIS. Uganda has been one of the largest troop contributors to efforts to combat Al Shabaab, and the operations have cost lives, resources, and political capital. But the connection between those operations and a demand for payment from Turkey is unclear, and Muhoozi has not provided any explanation for why Turkey, specifically, owes Uganda money or what Turkey’s role in the Al Shabaab conflict has been.
The demand for “the most beautiful woman in that country for a wife” is where the statement crosses from eccentric to offensive. It objectifies women, treats them as commodities to be handed over as part of a transaction, and reflects a level of entitlement and disregard for basic dignity that would be condemned if expressed by any public figure, much less a military commander. The framing suggests that Muhoozi views the demand as humorous or provocative rather than serious, but the fact that it was posted publicly by someone in his position means that it cannot be dismissed as a private joke.
