Citing unnamed Western and Middle Eastern intelligence officials, the report states that following a perceived Israeli strike on an Iranian facility, Tehran conveyed a message to Jerusalem via Russian intermediaries, the communication assured that Iran’s response would be limited and symbolic, provided Israel did not escalate further. Israel, in turn, used the same channel to signal that its retaliation to that symbolic strike would be proportionate and would not target senior Iranian leadership.
