Rabiu Kwankwaso Is On Terror List As A Fulani Ethnic Militia Leader – Us Congress Placed Him

According to Daily Trust In a significant development that has drawn attention in both Nigeria and the United States, members of the U.S. Congress have introduced a bill that includes former Kano State Governor Rabiu Musa Kwankwaso and groups described as Fulani ethnic militias as potential targets for sanctions and terror-related action.

The proposed legislation, called the Nigeria Religious Freedom and Accountability Act of 2026, seeks to require the U.S. Secretary of State and Treasury to take action against individuals and groups accused of serious violations of religious freedom and violence in Nigeria. These measures include visa bans, asset freezes, and increased diplomatic scrutiny.

Under the terms of the bill, Kwankwaso, the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), Miyetti Allah Kautal Hore, and what lawmakers describe as Fulani-ethnic nomad militias are specifically named. The legislation directs U.S. officials to consider whether certain militias meet the legal threshold to be designated as a Foreign Terrorist Organisation under U.S. law.

The bill was introduced in the U.S. House of Representatives by Republican lawmakers including Representatives Riley Moore and Chris Smith, among others. They argue that violent attacks and religiously motivated violence in Nigeria — particularly in the Middle Belt and northern states — have caused severe harm to communities and should be confronted through international pressure and accountability.

Supporters of the bill say it is intended to protect vulnerable groups, promote human rights, and pressure the Nigerian government to take stronger action against violence and impunity. They cite a range of violent incidents in Nigeria where communities, including Christians and moderate Muslims, have suffered attacks and displacement.
