‘No One Can Cross These Lines’:Kyiv Sets Firm Red Lines For Any Russia Peace Deal

According to a report by Kyiv Post on Monday, Nov. 24, 2025, Ukraine’s leadership has drawn firm red lines for any potential peace agreement with Russia, warning that Moscow is attempting to legitimize its occupation of Ukrainian territory. President Volodymyr Zelensky and top Ukrainian lawmakers emphasized that Kyiv will not concede to Moscow’s demands for legal recognition of seized lands, restrictions on Ukraine’s military, or limitations on its future alliances.

Speaking at the Crimea Platform summit in Stockholm, Verkhovna Rada Speaker Ruslan Stefanchuk made clear that Ukraine will reject any compromise that undermines its sovereignty. He stressed that security guarantees for Kyiv must include EU and NATO membership and called for the frozen assets of Russia to serve as “the price of aggression.” Stefanchuk added that Ukraine expects a “fair decision” on these assets when EU leaders convene on December 18–19.

Addressing the Swedish parliament via video link, Zelensky highlighted that the Kremlin’s insistence on recognizing Russia’s territorial gains is “the main problem” in ongoing negotiations. “This would break the principle of territorial integrity and sovereignty,” he said. “Borders cannot be changed by force.” Zelensky urged continued international pressure on Russia, reminding lawmakers that Moscow “is still killing people.”

The Ukrainian president also confirmed that Kyiv is working closely with Washington to ensure any compromise strengthens Ukraine rather than weakening it. Key priorities include implementing an “all-for-all” prisoner swap and securing the return of abducted Ukrainian children.

The firm stance comes as Ukrainian, U.S., and European officials concluded intensive talks in Geneva, drafting a “refined peace framework” while making substantial progress toward a potential agreement. The discussions follow U.S. President Donald Trump’s push for a settlement based on a 28-point plan that sparked concern in Europe for appearing to favor Moscow.

The leaked U.S. draft suggested territorial concessions, limits on Ukraine’s military, and a permanent NATO exclusion core Russian demands. European capitals criticized the plan as rewarding aggression, prompting negotiators to revise key sections, including army size, control of the Zaporizhzhia nuclear facility, and prisoner exchanges.

However, the most sensitive issues territorial integrity and NATO membership remain unresolved and will be addressed in direct talks between Zelensky and Trump, expected in the near future. U.S. officials cautioned that the coming months could be decisive, warning that Ukraine risks losing additional territory if battlefield conditions deteriorate. Washington also proposed a separate 10-year security pact, modeled on NATO’s Article 5, to coordinate support should Russia attack again.

As negotiations intensify, Zelensky has appealed for unity at home, urging Ukraine’s political factions to “stop the bickering” at this critical juncture. Once Kyiv and Washington finalize the remaining points and secure European support, U.S. officials plan to present the plan to Moscow.
