A senior representative of Hamas has expressed the militant group’s readiness to agree to a long-term ceasefire lasting up to five years, provided that Palestinians receive credible assurances and concrete steps toward achieving statehood.
This revelation was made by Mohammed Nazzal, a member of Hamas’s politburo, during an interview with Reuters in Doha, as reported by the Times of Israel on October 18, 2025.

Nazzal further defended recent controversial actions in Gaza, including public executions carried out earlier in the week, describing them as wartime measures targeting individuals convicted of serious crimes. He maintained that these actions were necessary to preserve security amid ongoing instability in the region.
When questioned about disarmament proposals, Nazzal refused to give a definitive answer, instead asking who would oversee the collection and management of any surrendered weapons. He revealed that Hamas has reached an internal understanding to continue managing ground operations to protect humanitarian convoys and prevent interference by criminal groups.
The Hamas leader also proposed the formation of a technocratic civilian administration to oversee governance during a transitional period, while Hamas would retain security duties until democratic elections could be organized. He noted that, despite discussions in some international circles, no mediator has formally approached Hamas regarding the deployment of a stabilization force in Gaza.
Reiterating the group’s proposal for a three-to-five-year truce, Nazzal emphasized that Hamas’s focus is on reconstruction and recovery, not preparing for new conflicts. However, he warned that any long-term peace would depend on the international community’s commitment to providing Palestinians with genuine opportunities for self-determination and independence.
