According to a report by The Times of Israel on Wednesday, November 26, 2025, Hamas leaders are reportedly examining a proposal to disband the group’s armed wing and transition solely into a political organization.
The Saudi Asharq Al-Awsat newspaper cited unnamed sources within Hamas who said the proposal envisions transforming the group into a political entity “capable of taking part in political, economic, social and general public life.” The proposal also calls for Hamas to join the Palestinian Liberation Organization, chaired by Palestinian Authority President Mahmoud Abbas.
Sources said that membership in the PLO would allow Hamas to participate alongside other Palestinian political parties and potentially revive the political process in the Palestinian territories. The report added that becoming recognized as a legitimate political party by the Palestinian public could ensure Hamas’s continued influence without reliance on its armed capabilities.
According to the report, Hamas has faced declining internal support after two years of conflict and the deaths of tens of thousands of Palestinians. This decline has prompted leadership discussions about the group’s future role in Palestinian society.
The sources said Hamas leaders have already discussed disarmament indirectly with officials from Egypt, Qatar, and Turkey, and have broached the issue with the United States. They emphasized that any decision to lay down arms would be conducted “through a Palestinian national agreement” and would not involve Israel or the United Nations.
Earlier this month, the United Nations adopted a US-sponsored resolution authorizing the establishment of an International Stabilization Force to secure the Gaza Strip. The US administration’s 20-point plan for Gaza envisions the force potentially assisting in the demilitarization of the territory.
The Hamas source cited by Asharq Al-Awsat said the group would not allow an international force to enforce disarmament, warning that such action could create “an undesirable and dangerous state of chaos.”
