According to a report by The Times of Israel on October 12, 2025, Sheikh Mohammed bin Abdulrahman Al Thani, prime minister of Qatar, said that Hamas has indicated a willingness to negotiate shifting its position towards Israel.
According to him, Hamas is open to talking about how to make sure it doesn’t hurt Israel.
This could signal a change of attitude on the part of the Palestinian faction, which has long sought to have Israel destroyed. Nobody from Hamas has come out and confirmed these comments to the media, so we don’t know where they stand officially.
The mediation attempts are complex and aim to de-escalate tensions between Israel and Hamas, which coincides with the conversations. According to Sheikh Mohammed, the mediators in the most recent sessions consciously sidestepped the most difficult topics.
He elaborated by saying that trying to negotiate every possible issue would have been impossible and would have halted development.
Although mediators were able to make some success by concentrating on less contentious areas, there are still substantial obstacles that have not been overcome.
The fact that Hamas has not promised complete disarmament is a major obstacle. Israel continues to view the group’s refusal to disarm as a major concern, although the stated willingness to engage in discussion.
Any effort towards disarming would represent a radical break with Hamas’s long-established philosophy, which has always prioritised armed resistance, as shown in its charter and previous acts.
Concerns regarding the level of Hamas’s readiness to change tactics are heightened by the fact that they have not provided any confirmation from their officials.
As a mediator, Qatar remains crucial in helping the parties communicate with one other. The remarks made by Sheikh Mohammed indicate a possible opportunity for diplomacy; yet, the fact that Hamas has not provided direct support highlights how precarious the process is.
