Hamas Terror Activity Within UNRWA Took Place Before, During and After the Oct 7 Massacre” Israel

According to a report by Times of Israel, on October 23, 2025, Israel has issued a strong rejection of the International Court of Justice’s advisory opinion that it should collaborate with the UNRWA aid agency in Gaza.

The Foreign Ministry dismissed the ruling, asserting that the court overlooked substantial evidence Israel presented about Hamas infiltration and UNRWA’s alleged involvement in terrorist activities, including the October 7 attacks.

The Foreign Ministry characterized the ICJ’s opinion as a politically motivated attempt to impose measures on Israel under the pretense of international law.

It argued that Hamas operated within UNRWA both before and during the October 7 massacre, as well as afterward, and accused the United Nations of failing to adequately investigate these claims.

“Hamas terror activity within UNRWA took place before the October 7 massacre, during the massacre, and after the massacre,” the ministry said.

Israel insisted it would not engage with an organization it regards as deeply compromised by terrorism.

“Israel will not cooperate with an organization that is infested with terror activity,” the ministry declared, emphasizing its firm rejection of what it views as the use of international legal frameworks to achieve political aims that damage Israel.

This stance highlights the escalating tensions between Israel and international bodies over the delivery and oversight of humanitarian aid in Gaza, where security concerns are intertwined with diplomatic disputes.
